Stir flour and sugar.
Cut in the butter.
Press in 9 X 13 pan.
Bake until light brown (approximately 25 minutes)
Filling
Beat eggs, sugar and lemon
juice in a bowl.
Stir flour and baking powder into the mixture.
Pour this mixture over the previously baked layer.
Bake for 25 minutes.
After it cools, sprinkle with confectionary sugar.
Cut into squares.
